The Central Superior Services (CSS) Competitive Examination is conducted by the Federal Public Service Commission (FPSC) for recruitment to federal civil services. Under the applicable CSS framework, the competitive examination process includes: 1. MCQ-Based Preliminary Test (MPT) 2. Written examination 3. Medical examination 4. Psychological assessment 5. Viva voce A candidate must qualify the MPT for the relevant examination year before becoming eligible to appear in the written examination for that year. A candidate for the CSS Competitive Examination must hold at least a Second Division or Grade C bachelor's degree in any faculty from a Pakistani university, or an equivalent or comparable qualification from a foreign university recognized by the Higher Education Commission (HEC). Foreign qualifications: A candidate relying on a foreign degree must provide the required equivalence certificate issued by HEC. Degree not yet issued: If the formal degree has not been issued by the eligibility cutoff date, the candidate may provide a certificate from an authorized officer of the degree-awarding institution confirming that all degree requirements were completed and the examination was passed on or before the cutoff date. The formal degree must subsequently be produced before FPSC declares the final result. Third Division bachelor's degree: A candidate having a Third Division or Grade D bachelor's degree may still be eligible if the candidate has obtained a higher division or grade in a master's degree. Eligibility cutoff: Age, qualification and domicile are determined on 31 December of the year preceding the relevant competitive examination.

The normal age requirement for CSS Competitive Examination is 21 to 30 years on the applicable cutoff date. For CSS CE-2027, FPSC has specified 31 December 2026 as the cutoff date for determining age and other eligibility criteria. A two-year age relaxation is admissible only to the categories specified under Rule 6 of the applicable CSS Competitive Examination Rules. Candidates should not assume that age relaxation applies automatically. Their particular category and documentary requirements must satisfy the official FPSC rules.

A candidate may avail a maximum of three chances of the CSS written competitive examination within the prescribed age limits. When is a CSS written attempt consumed? A chance is considered consumed when a candidate actually appears in one or more papers of the written competitive examination. This applies even if: - the candidate appears in only one written paper; - the candidate submits a blank answer book or answer sheet; or - the candidature is subsequently rejected. Therefore, merely being absent from the entire written examination does not amount to appearing in a written paper. Important: A candidate who conceals previous CSS written attempts may face disqualification under the CSS rules. The three-chance restriction relates to the written competitive examination. The MPT has its own attempt provisions.

Under Rule 6 of the CSS Competitive Examination Rules, 2019, the normal CSS age limit is 21 to 30 years on the applicable cutoff date. A relaxation of two years in the upper-age limit may be available to candidates belonging to the following categories, subject to the required documentary proof: 1. Scheduled Caste and Buddhist Community Candidates belonging to the Scheduled Castes or Buddhist community may claim the relaxation subject to submission of the certificate required by FPSC. 2. Recognized Tribes and Specified Areas Candidates belonging to recognized tribes who are permanent residents of the specified areas may qualify. The areas listed in Rule 6 include: - Balochistan - Tribal Areas of Dera Ismail Khan and Peshawar Divisions, including the former Frontier States of Dir, Swat, Chitral and Amb - Former excluded Baloch areas forming part of Dera Ghazi Khan and Rajanpur Districts - Former Tribal Areas of Mardan and Hazara Divisions - Upper Tanawal Area of Hazara Division Required residence and supporting certificates must be provided as prescribed by FPSC. 3. Permanent Residents of Azad Kashmir Permanent residents of Azad Kashmir Territory may qualify for the two-year relaxation subject to submission of the prescribed certificate. 4. Permanent Residents of Gilgit-Baltistan Permanent residents of Gilgit-Baltistan may qualify subject to submission of the certificate prescribed under the rules. 5. Special Candidates / Persons with Disabilities The rules provide the relaxation to specified candidates who are: - Physically impaired - Hearing or speech impaired - Visually impaired A valid disability certificate from the competent Federal or Provincial Government authority is required. 6. In-Service Government Servants and Certain Other Government Personnel The relaxation may apply to: - In-service Government servants - Armed Forces personnel - Contract employees in Government service - Government servants of Azad Jammu and Kashmir Such candidates must have at least two years of continuous Government service on the applicable cutoff date and must provide the prescribed departmental permission certificate. Employees of nationalized banks, State Bank of Pakistan, WAPDA, regulatory authorities, autonomous bodies and other semi-autonomous bodies are not entitled to this age relaxation under Rule 6. Important: The age-relaxation concessions are not added together. A candidate qualifying under more than one category does not receive multiple two-year relaxations. Candidates should verify their individual eligibility and documentary requirements from the latest FPSC advertisement and applicable CSS rules before applying.

The CSS main written examination carries a total of 1200 marks. The written examination is divided into: - Compulsory Subjects: 600 marks - Optional Subjects: 600 marks Candidates take all compulsory papers and select optional subjects according to the FPSC optional-subject grouping rules. Subjects carrying 200 marks consist of two papers of 100 marks each. Subjects carrying 100 marks consist of one paper. Each written paper is of three hours duration. To qualify the CSS written examination, a candidate must satisfy the qualifying requirements prescribed in the CSS Competitive Examination Rules. General requirements: - At least 40% marks in compulsory subjects. - At least 33% marks in optional subjects. - At least 50% marks in the written examination aggregate. The CSS written examination carries 1200 marks, so a 50% aggregate corresponds to at least 600 marks overall. Candidates who qualify the CSS written examination and are found eligible proceed to the subsequent stages including medical examination, psychological assessment and viva voce. Psychological Assessment: The psychological assessment includes written tests and group tasks designed to assess characteristics relevant to suitability for the civil services. Separate marks are not awarded for the psychological assessment. However, the 300 marks assigned to the viva voce also reflect performance in the psychological assessment. Viva Voce: - Total marks: 300 - Minimum qualifying marks: 100 A candidate securing fewer than 100 marks in the viva voce is considered to have failed and is not eligible for appointment. The viva voce assesses overall suitability for civil service, including qualities such as intelligence, alertness, character, leadership potential and other relevant attributes. Final merit: For candidates who qualify both the written examination and viva voce, final merit is determined by adding the marks obtained in the written examination and viva voce.

For the CSS Competitive Examination, a candidate must be: - A citizen of Pakistan; or - A person deriving nationality from the State of Jammu and Kashmir. Candidates whose citizenship status requires supporting documentation must provide the certificates or evidence required under the applicable CSS rules. The CSS rules also contain a specific provision concerning candidates married to a person who is not a citizen of Pakistan. Such cases are subject to the conditions and Government permission specified in the official rules. Candidates with unusual nationality or citizenship circumstances should verify their individual position from FPSC before applying.

Domicile is an important part of CSS eligibility and allocation. Candidates must provide a domicile certificate issued by the competent authority according to applicable law and rules. Seats in Occupational Groups and Services are allocated according to the quota policy prescribed by the Federal Government. Important domicile rule: Once a domicile has been claimed by a candidate and accepted by FPSC for admission to the competitive examination, it is treated as final. A later change is not accepted for a subsequent examination or selection. For a candidate already in Government service, the domicile accepted at the time of first entry into Government service is treated as final for candidature and allocation purposes. Candidates from Azad Jammu and Kashmir are also required to provide the prescribed domicile and permanent residence documentation under the CSS rules. Eligibility in terms of domicile is determined on the official cutoff date for the relevant examination.

The MCQ Based Preliminary Test (MPT) is conducted before the CSS written examination to shortlist candidates. Main MPT rules: - Total marks: 200 - Format: One MCQ-based paper - Duration: 200 minutes - Qualifying threshold: 33% - Passing marks: 66 out of 200 A candidate must qualify the MPT to become eligible to appear in the CSS written examination for the same year. FPSC has the authority to decide which certificate will be accepted for determination of date of birth. Important finality rule: Once a date of birth has been claimed by a candidate and accepted by FPSC for admission to a competitive examination, no subsequent change is allowed for a later examination or selection. Age eligibility is then determined using the official CSS cutoff date.

The selected combination must be checked carefully before final submission. Once the optional-subject combination has been finalized within the application process and the relevant deadline has passed, a later request to change subjects is not normally allowed under the CSS rules. Why this matters: A wrong combination can affect candidature if it does not comply with the prescribed optional-subject groups or marks. Before submitting the application, an aspirant should therefore check: - Total optional marks equal the required 600 marks. - Subjects have been selected according to the permitted FPSC groups. - A subject has not been selected in a combination prohibited by the official scheme. - The exact subject names match the official CSS syllabus. - The candidate is personally comfortable preparing the chosen subjects for the written examination. Candidates should treat subject selection as an important planning decision rather than something that can easily be changed after application submission. Missing a CSS written paper has a serious consequence. If a candidate misses a compulsory or optional paper of the written examination, the candidate is not allowed to continue with the remaining written papers of that examination. The rules do not provide a separate examination for the paper that was missed. This applies even where the absence occurred because of a medical or another personal reason. What this means for aspirants: Once the written examination begins, attendance at every scheduled paper is essential. Computer facility: Eligible candidates covered by the relevant rules may request permission to attempt papers using a computer at designated FPSC locations. Practical guidance: Candidates should read the instructions on the admission certificate and question paper before every examination and avoid carrying prohibited devices into the examination hall.

CSS candidates should understand the basic examination-writing rules before attempting the written papers. Ink: Candidates are required to use blue or black ink in their answer books. Language papers: Papers in Urdu and specified Pakistani regional languages, Persian and Arabic are generally answered in the respective language, subject to any translation directions contained in the question paper. Islamic Studies and Comparative Study of Major Religions may be answered in English or Urdu. Non-Muslim candidates have the option prescribed in the CSS scheme regarding Islamic Studies and Comparative Study of Major Religions. Calculators: Calculator use is permitted only in the subjects specifically allowed under the examination rules. Candidates should not assume that a calculator is allowed in every numerical or science-related paper. In particular, the General Science and Ability paper follows its own restrictions. MCQ sections: Where an OMR sheet is provided, candidates should follow the question-number sequence and marking instructions carefully. Answer-book identification: Candidates should write identifying information only in the spaces specifically provided and should not place unauthorized identifying marks elsewhere in the answer book. After the required stages of the CSS examination are completed, final merit is determined for candidates who qualify the written examination and viva voce. Final merit: Marks obtained in the written examination are added to the marks obtained in the viva voce. Tie-breaking: Where two or more candidates obtain the same combined total, the rules use additional criteria to determine relative merit. The sequence includes: 1. Higher viva voce marks; 2. If still tied, higher marks in compulsory subjects; and 3. If still tied, greater age. Vacancies and appointment: CSS success does not by itself create an automatic right to appointment. Appointments depend on: - Final merit; - Availability of vacancies; - Applicable quota policy; - Suitability for the relevant Occupational Group or Service; and - The appointment process followed by the competent authority. Occupational Group preferences: Candidates indicate their preferred Occupational Groups and Services during the application process. They are given an opportunity to revise these preferences at the viva voce stage. Preferences revised at that stage are treated as final under the rules. FPSC may allocate a candidate according to the applicable rules, merit, quota, suitability, vacancies and public-interest considerations. For this reason, passing CSS and receiving allocation are related but are not exactly the same outcome.

CSS answer books are treated as confidential examination records. Candidates are not permitted to inspect or obtain a fresh substantive re-examination of their answer books merely because they disagree with the marks awarded. Recounting: A candidate may request recounting of marks within the period prescribed by the CSS rules. Recounting is intended to check the counting or recording of marks. It is not the same as having the answers academically reassessed by a new examiner. Candidates should follow the current FPSC procedure and prescribed fee applicable at the time of submitting such a request. Viva voce: Re-evaluation of marks awarded by the viva voce board is not allowed under the CSS rules. Grace marks: The rules do not provide grace marks to move a candidate above a qualifying threshold. Practical guidance: Candidates should distinguish between: - Recounting of recorded marks; and - Re-evaluation of the academic quality of answers. The CSS rules permit the former within the prescribed procedure but do not create a general right to the latter.

Punjab PMS preparation revolves around the Combined Competitive Examination conducted by the Punjab Public Service Commission (PPSC). PPSC limits the number of chances available for competitive examinations.
